Hi All,
Can anyone advise how many Matches can one Play in the First Team before they can't be considered
for their second Team?

A starred player can only play A team bowls. Each club with two Saturday teams will have starred 8 players before start of season.
Anyone else can play on any team.

Yes. Starred players can only play A team bowls.
Below taken from Pgl rules on website
4. Registration of panel of players.
(a) Prior to the start of each season, no later than the Saturday prior to the first league match, all clubs with two teams in the League Championships must submit to the Honorary League Secretary a panel of a minimum of 8 players who will only be available to play for the club’s “A” team in all PGL League and PGL Cup competitions. Players who in the previous or current season have played at Senior International or Senior Inter-Association level must be registered as part of the minimum 8 player panel.
(b) Any new caps at Senior International or Senior Inter-Association level within the same season will be added to the “A” panel once those respective teams are selected
